秦虹表示，此次楼市新政核心有三个方面，一是控制投资型需求，二是加大供给规模，三是加强市场监管。由此，今年市场的供求关系将得到改变，“今年的供应情况实际上是前低后高，下半年会有大量的住宅项目上市，因此年内房价肯定会跌，市场一定会有反应。”同时据她了解，已有很多开发商感觉到了市场即将发生的巨大逆转，改变了销售策略，提前了销售时间，低价开盘，早日销售。
秦虹指出，大致可以判断的是，这次受新政影响最大的还是投资比例较大的一线城市、发达城市。
